Today, there is no production of soda ash on the territory of the Republic of Kazakhstan, while consumption is about 400 thousand tons per year imported from the Russian Federation and Uzbekistan, so Kazakhstan producers are directly dependent on product imports. It should be noted that the implementation of the Project on the territory of the socially, economically and environmentally complex Aral region of the Kyzylorda region, in turn, solves a number of problems that are important for the country and the region in particular — social, economic, industrial and government tasks raised in the address of the President of the Republic of Kazakhstan.
The construction of this plant will allow: to create about 800 additional jobs only within the plant, to reduce or prevent the outflow of foreign exchange capital (more than 120 million dollars a year), to involve local natural resources, to generate revenues to the budget in the form of taxes.
This plant will become a cluster-forming enterprise not only in the region, but throughout the Republic as a whole, and will also give impetus to the development ofindustry, in which soda ash is one of the most important raw materials.
In 2015, a feasibility study for the construction of a plant with a capacity of 200 thousand tons per year was developed. In 2017, after a deeper analysis of the market, the location of the enterprise, and other issues, a Feasibility Study for the construction of a plant with a capacity of 300 thousand tons per year was developed.
In 2017-2020, the design and estimate documentation for the construction of the Plant, as well as the Sludge storage facility for collecting industrial wastewater (stage «Project») was developed in full. The China Tianchen Engineering Corporation (PRC) was involved as a developer of the technological part of the production of soda ash. To adapt the solutions of the technological part of production, as well as to develop design estimates for the construction of a thermal power plant, off-site facilities of the Sludge storage facility, etc., the company NIPI neftegaz JSC (Kazakhstan) was involved. All the necessary approvals of state bodies have been received, as well as the conclusions of the state environmental and construction expertise.
In the same period, design and estimate documentation was developed for the construction of engineering infrastructure facilities (railway dead end, water supply, gas supply, electricity supply, telephonization). Approval was received for the construction of these facilities at the expense of the state for a total cost of 4.8 billion tenge. Construction has begun on all facilities.
«AralSoda» LLP is the owner of three licenses for deposits:
Water. In order to use groundwater to provide the Plant with technical water supply, AralSoda LLP obtained a license for geological exploration of the subsoil No. 29-GIN (PV) dated February 28, 2020 (License for exploration with further production of industrial water to provide the plant being designed).
Limestone. For the purpose of raw material security of the project, the company received license No. 39-EL dated February 12, 2019 for the exploration of the Tulegensayskoye limestone deposit (Aktobe region). During the use of the license for the Tulegensayskoye deposit, work was carried out to approve reserves in accordance with the legislation of the Republic of Kazakhstan.
At the initial stage of operation of the plant, in order to reduce capital costs, it is planned to use limestone from the operating Utegenskoye deposit (Aktobe region).
Salt. In order to additionally provide production with table salt, the company received a license for the exploration of solid minerals 1232-EL dated February 22, 2021 and 1251-EL dated February 24, 2021 Inder.
In addition to the license for the exploration of table salt on Lake Inder, the parent company of AralSoda LLP, Araltuz JSC, has a valid license for the extraction of table salt at the Zhaksykylysh deposit.
